The Oversight Board

The Charter is governed by an Oversight Board who are supported by a Technical Group made up of academics, lawyers, practioners and other experts.
The Oversight Board is chaired by Ernesto Zedillo. The Board responsibilities include championing the Natural Resource Charter internationally and overseeing the consultation process and management of the Charter as a 'living document' and a practical manual.

Ernesto Zedillo, Chair.
Ernesto Zedillo is the former President of Mexico and currently the Director of the Yale Center for the Study of Globalization. He is a Professor at Yale in the fields of International Economics and Politics; International and Area Studies and Professor Adjunct of Forestry and Environmental Science.
From 1978-1987 he was with the Central Bank of Mexico; from 1987-88 he served the National Government of Mexico as Undersecretary of Budget; from 1988-1992 as Secretary of Economic Programming and Budget Education; and was appointed Secretary of Education in 1992. He served as President of Mexico from 1994-2000. Since leaving office in 2000, Ernesto Zedillo has been a leading voice on globalization.

Dr. Mo Ibrahim
Dr. Mo Ibrahim is a global expert in mobile communications with a distinguished academic and business career. In 1998, Dr Ibrahim founded Celtel International to build and operate mobile networks in Africa. Celtel became one of Africa’s most successful companies with operations in 15 countries, covering more than a third of the continent’s population and investing more than US$750 million in Africa. In 2006 Dr Ibrahim established the Mo Ibrahim Foundation to support great African leadership. The Foundation focuses on two major initiatives to stimulate debate around, and improve the quality of, governance in Africa. The Ibrahim Prize for Achievement in African Leadership recognises and celebrates excellence; and the Ibrahim Index of African Governance provides civil society with a comprehensive and quantifiable tool to promote government accountability. Dr Ibrahim is also Founding Chairman of Satya Capital Ltd, an investment company focused on opportunities in Africa.
Dr Ibrahim has been awarded an Honorary Doctorate by the University of London’s School of Oriental and African Studies, an Honorary Fellowship Award from the London Business School, Honorary Doctorates from the University of Birmingham and DeMontfort University in Leceister. He has also received the Chairman’s Award for Lifetime Achievement from the GSM Association in 2007 and the Economists Innovation Award 2007 for Social & Economic Innovation. In 2008 Dr Ibrahim was presented with the BNP Paribas Prize for Philanthropy, and also listed by TIME magazine as one of the 100 most influential people in the world.

The Technical Group
|
The Technical Group administer the Charter on behalf of the Oversight Board. They have been involved in the initial drafting stages of the Charter and will be incorporating views, feedback and inputs into the Charter document throughout the consultation process. Once the Charter has been finalized it will continue to exist as a 'living document'. They will continue to be responsible for future updates, responding to feedback, new research and experiences. In addition they will invite a wide range of participants to contribute to annual refreshing of the Charter at an annual workshop. The Technical Group is headed up by Michael Spence, Nobel Laureate and Chair of the Commission on Growth and Development.
