Third Link of the Decision Change

The decision chain is quite a useful concept.In my humble estimation, many countries fall short of the 'third link' on the chain 'oversight regimes and revenue managment policy.The problem is one of 'who will guard the guards'. Most developing countries are small and smallness has the inherent trait that each knows the other'. As such the there is a paucity in the pool of persons and many times not based on competency, who are willing to form part of oversight regimes. Who wants to be responsible for saying no to his 'golfing buddy' or who wants not to be a regular guest at the numerous cocktail parties? That is the problem. As long as there are effective oversight regimes and revenue managemnt policies I am sure that the attendant waste of resources can be minimised.

Following on the revenue management policy, the problem here is one of balance...must the reveunes be spent on erecting tall buildings to house public servants who oftentimes work in the most degrading of conditions, or should it be spent on an improvement and increase in social services for the poor?

Oversight regimes

The Extractive Industries Transparency Initiative (EITI) is making strong progress in this area. By opening up the record of government receipts to public scrutiny, people can see how much money is coming in. This is the first step towards effective oversight. Transparency alone however is not enough. It must be accompanied by the necessary institutions combined with checks and balances to ensure governments are held to account.
