The Natural Resource Charter is governed by an Oversight Board supported by an International Secretariat and Technical Advisory Group. The Technical Advisory Group is made up of academics, lawyers, practioners and other experts. The Oversight Board is chaired by Ernesto Zedillo. Its responsibilities include championing the Charter internationally and overseeing the maintenance of the Charter as a 'living document' and practical manual.

Ernesto Zedillo, Chair.

Ernesto Zedillo is the former President of Mexico and currently the Director of the Yale Center for the Study of Globalization. He is a Professor at Yale in the Field of International Economics and Politics, as well as in International and Area Studies, and is also Professor Adjunct of Forestry and Environmental Studies. From 1978-1987 he was with the Central Bank of Mexico; from 1987-88 he served the National Government of Mexico as Undersecretary of Budget; from 1988-1992 as Secretary of Economic Programming and Budget Education; and was appointed Secretary of Education in 1992. He served as President of Mexico from 1994-2000. Since leaving office in 2000, Ernesto Zedillo has been a leading voice on globalization.

 

Dr. Mo Ibrahim

Dr. Mo Ibrahim is a global expert in mobile communications with a distinguished academic and business career. In 1998, Dr Ibrahim founded Celtel International to build and operate mobile networks in Africa. Celtel became one of Africa’s most successful companies, with operations in 15 countries, covering more than a third of the continent’s population and investing more than US$750 million. In 2006 Dr Ibrahim established the Mo Ibrahim Foundation in support of great African leadership. The Foundation focuses on two major initiatives to stimulate debate around, and improve the quality of, governance across the continent. The Ibrahim Prize for Achievement in African Leadership recognises and celebrates excellence and the Ibrahim Index of African Governance provides civil society with a comprehensive and quantitative tool to promote government accountability. Dr Ibrahim is also Founding Chairman of Satya Capital Ltd, an investment company focused on opportunities in Africa. He has been awarded an Honorary Doctorate by the University of London’s School of Oriental and African Studies, an Honorary Fellowship Award from the London Business School as well as Honorary Doctorates from the University of Birmingham and De Montfort University in Leicester. Dr. Ibrahim has also received the Chairman’s Award for Lifetime Achievement from the GSM Association in 2007 and the Economist's Innovation Award 2007 for Social & Economic Innovation. In 2008, he was presented with the BNP Paribas Prize for Philanthropy and also listed by TIME magazine as one of the 100 most influential people in the world.

 

Mr. Shengman Zhang

Mr. Shengman Zhang is Chairman of Citigroup Asia Pacific. Prior to that, he was President of Citigroup Asia Pacific. Mr. Zhang joined Citi in February 2006.

Mr. Zhang, a Chinese national, came to Citi from the World Bank where he was the Managing Director from 2001 to 2005 in charge of the Bank's day to day worldwide operations. He chaired the Bank's Operations Committee, the Sanctions Committee and the Corporate Committee on Fraud and Corruption Policy. He was also the Chairman of the Bank Group's Crisis Management Committee.

Prior to that, from 1997 to 2001, he oversaw the World Bank's Corporate and Support Functions and Sectors and Regions respectively. From 1995 to 1997, Mr. Zhang was Vice President and Corporate Secretary of the World Bank and Executive Director for China between 1994 and 1995. Earlier, Mr. Zhang held a number of senior positions at the Ministry of Finance in China.

Mr. Zhang was a graduate of Fudan University, China. He also attended McGill University (Canada) as an exchange student. He held a MPA degree from University of Washington D.C. and finished the Advanced Management Program of Harvard Business School.

 

Madam Luisa Diogo

Luisa Dias Diogo (born 1958) was Prime Minister of Mozambique from 2004 to 2010. She was appointed Minister of Planning and Finance (2000) after a career of 20 years in the Public Sector, serving as an Officer at the Department of Economics and Investment(1980), Head of the Budget Department (1986), Deputy National Budget Director (1989), National Budget Director (1991) and Deputy Minister of Planning and Finance (1999). In the period of 1993-1994 she was the World Bank’s Program Officer.

From 2005 to 2009 Diogo was Chair of the National Council of the Fight Against HIV/AIDS (CNSC). In 2006, the UN Secretary General, Kofi Annan appointed Diogo as Co-Chair of the High-level Panel on UN System-wide coherence in the Areas of Development, Humanitarian Assistance, and the Environment.

Madam Diogo was distinguished in the list of World Top Leaders by Time Magazine (2004). In 2007, Diogo ranked 89th on the Forbes 100 Most Powerful Women List and in 2008, she was distinguished with The Global Women’s Leadership Award. In the same year, she was appointed Member of the Africa Commission settled by the Prime Minister of Denmark. In 2010, she became a member of the Advisory Board of The Brenthurst Foundation, and the President of the African Commission appointed Diogo as a member of the Advisory Council for Peace and Security. Also in 2010, UN Secretary General Ban Ki-moon appointed Diogo as a Member of the High-level Panel on Global Sustainability (GSP).

 

Mr. Abdulatif Al-Hamad

Mr. Al-Hamad is the Chairman of the Arab Fund for Economic and Social Development. He previously held posts including Minister of Finance and Minister of Planning, Kuwait (1981-1983); Director General and Chairman of the Board of Directors, Arab Fund for Economic and Social Development.

Mr. Al-Hamad has served on numerous boards including: Brandt Commission (1977-1980); Deputy Chairman of the International Institute for Environment and Development (1976-1989); Member and Chairman, United Nations Committee for Development Planning (1982-1991); Member of the South Commission (1987-1989); and Member of the Commission on Global Governance (1992 to present).

  

Technical Advisory Group

The Technical Advisory Group provide expertise to support the Charter as a living document and to steer the technical support provided by the NRC to resource-rich governments and societies. The periodic refreshing of the Charter culminates at an annual technical workshop. The Technical Advisory Group is chaired by Michael Spence, Nobel Laureate and Chair of the Commission on Growth and Development.
